He already has an IP and can connect to the internet, so manually assigning one won't do anything.
His problem is that too much torrent traffic causes it to be unusable.

the torrent traffic likely causes his router to drop him then reassign him usually a different ip address to the computer. Setting a preferred network ip on his computer can help prevent the drop while he puts his network card under strain. I'd also go to config his network card then limit his max IRQ per second to fit his max dl speed and make sure everything is set up right, like the use of full duplex etc. older network chips usually have shitty drivers for windows 7 that freak out at the littlest things so you have to baby them a bit.

Windows isn't going to just drop an IP as long as it's still plugged in. And DHCP will only assign a new IP if the adapter requests one.
The problem is the router itself handle that many connections. Unplugging it and plugging it back in would basically cause any open sessions to cease and the ARP table to clear.

The solution is to get a router that can handle that many sessions. Which means having enough RAM, a fast enough processor, and a stable OS.

That's why I recommend an Asus RT-N16 + Tomato

A TP-Link WR1043ND or Netgear WNDR3700 are good too. Though being Atheros based, they won't run Tomato (which is my favourite of the linux-based firmwares).

They'll run DD-WRT, which is still good, though I've heard QOS on DD-WRT isn't as good as on Tomato.

Thought I'd give my 2 cents here. As has been said before, it's looking like the router can only handle so many connections at a time. You said that you didn't have any problems before reformatting, so maybe when you torrented before the format you had limited the upload/download rate and max connections in your torrent client? I'd toy around with that. You should still be able to hit high download rates using the router assuming that the people seeding are using high upload rates (if you decide to limit max connections). Other then that you could try a different network card, but I don't think that's the problem here. Or buy a new router outright if you don't want to limit max connections. Good luck whatever you choose :D
