Were the BCs using a different skin? avilo could have called for a re-game super late in the game if he wanted and knew the rules. Then the admins could just DQ avilo for failing to report every single previous instance of the skins, and he can fun trying to convince the admins that he only noticed the BC skin and not every single other skin. And that's if you go with the dubious reading of the rules that each non-standard skin is a new instance of the three minute timer.
Not all skins are equally a problem. e.g. Someone could theoretically not care about overlord skins but care about roach skins.

Rules still obligate you to report them--and you can hardly claim to have only noticed that one skin when their entire army is skinned.

1 hour before seems problematic. One golden armada vs. skyzerg game could blow through that entire window. It could also create issues with creating a bracket depending on when they throw that together. If the series lasts 45 minutes, will they be able to get out a bracket and whatever in less than 15 minutes? Are they both going to be in the bracket and the winner just forfeit because they've already qualified?
