Then apparently looks can be deceptive, because on at least some boards ASRock use the typical high quality Japanese capacitors.

ASRock of 5+ years ago might have been cheap low end stuff, but nowadays they have a full range of lower end to high end boards.

ECS have historically been a budget motherboard maker however, and it appears that they are trying to expand their presence to the higher end of the market with moves like this.

ECS historically made bargain basement mobos, but they've been delving in to the performance sector recently. I know the ECS Black series have been very good, they just don't have the name recognition that Gigabyte, Asus, etc. have in the performance sector. This naming scheme, with "L337" "GANK" "AGGRO" and "KILLSTEAL", is super tryhard that it turns me off. They should have just went with ECS Platinum, or another name that invokes better quality than the word "Black".

It's easy to make premium products sound nice, and it's not by naming them like that.

ECS has always been bottom-of-the-barrel. The thought of them delving into the niche 'gamer' market is fucking frightening.

Just look at any of their Motherboards/Video Cards on Newegg and read the reviews. I think it'll be funny if this team BSOD's during a tournament hehe.

ASRock also used to be bottom of the barrel, it was Asus' budget/low end brand.
Now they do low to high and everything in between, and Asus also do low end, as ASRock was spun off from Asus into it's own independent company.

While I wouldn't recommend straight off that people go and buy ECS motherboards, there's no reason that they can't manage to produce high end quality boards at some point.
They still have to actually prove that they CAN produce quality boards, but there's no reason to write them off entirely, as it's been proven that companies can move upmarket.
