I'd rather have the talent spread out so that all the teams have a good chance to stay afloat through sponsorships and results. If only one or two teams dominate, it's not good for the scene.

It was good when the code s was quite static but now it doesn't make much sense. World championship requiresinternational qualifiers. I don't think they will really invest in that. They can keep the Korea versus world match though. Blizzard cup is on the other hand not really as prestigious as gsl.

If a team is doing poorly in terms of results, they probably are not getting new sponsors (might even lose them) and when top free agents do come into the market, they cannot afford them. The only people that can afford them are the teams that are doing well already and the cycle continues

I am not sure about that. EGTL brings in the foreign viewers. And I am not sure their form is an issue for Kespa because someone has to finish last. Does it matter to Kespa whether that team is EGTL or STX or some other team? Probably not a big issue.

Similarly, you need all the teams to be financially stable before you can instate some kind of parity system with regards to free agents / draftees / trainees. No point sending a promising youngster to a lousy team if they can't develop him due to lack of funds (and therefore, lack of equipment/practice/stable home environment/tournament opportunities/etc). That's a big advantage of Kespa teams: even the worst teams have stable and long term sponsors that will back them, that's why Kespa can have an institutional draft and recruitment process that promotes talent distribution... which makes teams more sustainable. It's a cycle. eSF would do well to get all of their teams one main sponsor like LG does with IM.
