You can't just do something completely different from what you claimed you'll do and then call it "changing your mind". If that were the case everybody could just claim they changed their mind when caught lying. There's different though. Lying means you intentionally say something while have other intention since the beginning. Changing the mind afterward could not really be said as "lying", although it looks equally bad. So unless you can prove his intention at the point where he told Jessica that he wanted to look for foreign team, you cannot said it is definitely lying. You can only said that he might lie to her. However, if you said that he is wrong because he changed his mind without inform Jessica first, then it's totally justified. If this is the case, it's his duty to inform his team of his new intentions. Instead he proceeded to look for a new team while letting his old team believe his old intentions. Same as lying sorry.
