Sorry if I gonna ask a dumb question.
I played around with this tool for a while but honestly, still haven't figured out how to use it at all!!!
I have version enSG of StarCraft 2 installed, and I want to use English language in this client to play on TW Ladder. Can this tool help me to do it? I really can't do it. When I select zhTW region in the Relocalization, and hit relocalize, SC2 will be switched to Traditional Chinese display and Chinese voice also. Is that how it supposed to work?

The reason why it automatically switch to zhW for both option for hte first time, is because the tool detected that you don't have the voice assets downloaded. You will have to completely switch the client to zhTW (text and voice), run SC2 so SC2 will download the necessary files, then use the tool again to switch the voice back to enSG.

I got my language pack unexplainably changed yesterday, but instead of performing those actions I just reinstalled it. Very 'professional' work by Blizzard. They can't even make their installers work - something so basic in programming.

I'm now able to play on zhTW with English voice. However, the text is still in Chinese though. Do you have anyway that we can have English text and play on zhTW as well?

Quick question! If I add a EU Copy of SC2 to my b.net account (I'm from North America), what will the ping be like playing from the east coast (florida) to a EU?

Currently we are not able to do that. The text is tied to the region at the moment.

You can use my relocalizer to find out. My relocalizer will give you an estimated ping to each server.

what language are you trying to change to? for example, if you have a TW account but want to use KR, it will not work. If you have a Brazilian account but want to use NA, it will not work (brazilian account needs to use ptBR)

I've also tried the relocalizer recently to play on TW, and then I get the "Failed to download information about the next patch. Check your network conneciton" as well. I tried to reinstall sc2 and install the tw client itself, but I get the same message as well. Any idea how I can revert things back to how it was before I used relocalizer?

Just relocalize to your original region. I believe that should work.
