Taeja is the best Korean player in the same way that Fraer is the second best foreign player. Online tournaments tend to inflate the rank of the players. Just don't read more into it than what it's worth.

If you stop posting here for 10 minutes, go read up just a little bit on elo and then go and have a look at his match history, you will understand that it is a matter of liquid announcing it when he is on a long win streak, which is harder to rig.

I will stop arguing on maths since no one seems to understand that there is already an inherent match weighting system in Elo's formula but the fact that the korean population is separated with the rest of the world just "flaws" the results.
I'm not saying that it's strange that TL announce Taeja at the same time as he is on #1 is strange, just that it's not the first ESV that he won so he should've been #1 for a long time which he wasn't.

Well, first of all, ELO is a system to predict win chances of different players - if both got almost the same Elo points then it's 50/50 in a direct matchup.

Second, Taeja just won 2-0, so I guess it was not that much off...
