This makes it impossible for foreigners, because if they are applying for this, it means they already are not sponsored by a team. Could someone please elaborate? I doubt that Slayers does this to recruit foreigners.

However, I'm really excited at the prospect of seeing one of the great players lurking out there to get a spot on the SlayerS team. I wish they would make a show out of it, would generate a lot of hype for the new player, but oh well. Why is it strange then, that they want to expand? They'll eventually need new talent, so searching for it already is quite clever.

I doubt they are specifically looking for any foreigner, and I doubt they'd want to invest the money to fly one over just for "maybe" inviting him to the team. Eitherway, if you are good enough to get that far in this tournament you are probably already on a foreign team with decent sponsorship.

Anything can happen in a tournament, and they might not be guaranteed to get the best player for one, or the best player FOR THE TEAM for two. * The coaching staff will be observing the offline tournament to determine the player who gets drafted. I think this answers the most, you need to be good enough to qualifiy to the online tourney, when you are there, even if you end up losing in the final or semifinal due to something very silly, but your play otherwise has been spectacular, it seems from the above qoute that you would be recruited.
