Not that im implying that you are in any specific league, but if your in gold league, playing on KR server isnt going to help you anymore then playing on NA server....

This isn't WC3 where you can make as many accounts as you want for Bnet 1.0
How likely do you think Blizzard will implement a second cd key just to prevent people with legit WoL copies from being able to pirate HotS?
One account per cd-key = have fun buying more copies of HotS just to make your smurfs capable of playing post expansion.

You could possibly buy that NA version and then ask Blizzard to switch that account to EU.

I just did it from NA to EU... They didn't even ask why I wanted to change my account's region =P

This tempts me to get a KR or NA account... Getting both would maybe be overkill but I'm torn between better people to play against and better latency >.<
Edit: Oh it's dollars, I was thinking euros for some reason... If KR accouts are also 30 dollars I might just get both I guess.
