Did he even started the registration process at all? As I understand it, to get into the US on the visa waiver program, you need a biometric passport if your passport was issued after October 2006. I'm assuming he has a passport that was issued after that date that is machine readable but is not biometric. That means he would need a visa to enter. | ||
