Yep, you read it right. The fact, that my scouting SCV can disrupt his mining is clearly imbalanced and ruins the game. Apparently he was upset, that he couldn't execute his build order, because he also explained that:

So for future reference:
Scouting is never ever worth it and if you don't feel the loss of mining in your build, you are a scrub!
