Red tape is a way of describing policies and procedures.
eg. Anything to happen in the defence force industry takes ages to get past all of the paperwork / reviews / security etc.
So iNcontrol meant that because of policies / regulations that gomtv have, he wasn't able to get into casting (probably at such short notice).

Probably because Artosis was actually playing in a game and they needed someone to substitute in, much like when Tastosis was going to Blizzcon and they asked Jason Lee / IdrA / those other guys to step in. If Artosis or Tasteless had made it into the Ro64 then we'd probably see Incontrol cast that game. Yeah sure, but I don't see why incontrol couldn't still tag-team and switch out once or twice unless it's the issue of paying him. I wasn't asking why Torch casted then, I'm wondering why there was no red tape in that situation compared to this one.

Militarily in particular. The expression (or so I was informed some years ago) originated post-civil war. Veterans wanting compensation (pay or medical perhaps) would have to make the trip to Washington DC and the officials would have to sift through files and registration to find the enlisted man's information. They were bound with red tape, as were other legal documents of the time, so the expression spread.

Because in that case they needed to "hire" someone to take over because of a vacancy. Both Artosis and Tasteless are employed to do that job, so there is no need for GOM to ask/allow him to step in. It sucks for us but there'd be no reason to. If Tasteless/Artosis were actually going to be gone at some point then it'd totally be possible for them.

Hold down Alt and then left click on the link, and it should begin downloading the mp3, which you can just put on your iPod.

Click the link on TL, which takes you to the blog. Right click on the link to download it on the blog webpage, and hit save link as. You should see it saving as a .mp3 file.
Alternatively, you can download the podcast on iTunes.
