Official Update From Blizzard, 29 June 2010: If you’re wondering what the facts are — we will be addressing StarCraft II tournament functionality in a post launch patch to the game, soon after ship. This patch will include features to address the needs of location-based pro tournaments, but we have not discussed any specifics about tournament support beyond that. Haven't seen the latest Blizzcast yet, does somebody have a transcript of that? Since we haven't seen any LAN update in any of the 3 patches so far, I think it got delayed...

It'll likely be that a tournament organizer can submit rosters for an offline tournament and Blizzard will allow a temp localization for people that don't have access to a certain region so the tournament can play on either a local tournament server or the normal servers depending on availability. Don't get your hopes up that they will physically enable any clients to connect without bnet 2.0.
