It's a little bit cheating though, because similar to Zeno's paradoxes, there's hidden infinity, which means in practice we may not be exactly precise, but also in practice it won't matter. The original answer already showed a way to measure 15 minutes, because it was a two step process of first measuring 30min, then 15 more. It's the same process, but ignore the first 30minutes. You probably didn't notice that the second question required also to minimize the amount of idle time. Otherwise, yes.

Several days back I watched the 2nd replay he casted for #173, the one on Metalopolis with an inexplicable lack of early scouting and aggression which Day lamented. I believe I found it on sc2rep.net.

I always hear Day[9] in my head say I'm doing a very normal build or that I'm making a good decision while I'm playing.

Yeah I know, i think it was perhaps a just for fun/exploring the tech tree kind of game.
I recall watching and being like "Omg, Mystic is going to die any minute now..." then going over to Chita's base and thinking the same thing, then just realizing neither of them had any units.
I can't think of any other reason the game could possibly be so lacking of... everything for like ten minutes.
