Plays are whistled down rather fast, due to the very physical nature of the game. If you would always allow the rough infight continue, just to see if you could get an advantage goal, this would turn ugly very quickly.
And obviously goals after the whistle dont count.

It depends on the situation you see. Sometimes actions take place in splits of seconds, so a ref sees a foul and tries to call it while there is no obvious advantage, but during the very reaction until this happens the situation may have turned one way or another. Also, occasionally players throw a "goal" after the whistle just because they can, but the opponents already dont care anymore, so it's not really a goal. And in football, you would call advantage instead a free kick, but not instead of a penalty, right?
