There's some common sense issues about safety that might not be obvious to people from better off countries though. I stayed in leblon, one of the upscale aflluent areas and was a couple blocks from 2 major shopping malls (very safe). When I was in the taxi and walking around Copacabana district, there was a major difference in areas. Poverty was all around me, and even though it was the middle of the day I felt somewhat more anxious walking around the streets. A big sign of whether the area is safe or not is if you notice women or old people or children walking around, you are in a safe area.

As for the olympics, The city for sure doesn't have proper infrastructure to accommodate the influx of tourists, so it actually works in Rio's favor that the ticket sales aren't as high as other places. Also with the water concerns, it was somewhat alarming to see several draining pipes empty straight into the ocean, but that concern was somewhat lax due to the fact that there were many many surfers and other people playing in the water and no real concerns about the quality of the water from the Cariocas
