alternatively, they can just keep getting eliminated from early rounds of european competitions, then there's no problem. also teams generally don't field their top team for early rounds of league cup / FA cup.

League cup you mean, you don't remove FA cup it's the oldest cup competition in the world. Also all those leagues have breaks at winter too where England play through, another way people might not want to play
