From the skills video Bernard looks extremely impressive (Brazilian league always has impressive "skills" and mediocre defending, but still). Two footed player, and really good linkup with teammates (esp Ronaldinho), which is important for Arsenal.

I didn't know he had a buyout clause, how long has this been in place? Seems weird nobody has snapped him up before then :/ I always put it down to Everton demanding a lot of money.

Yeah it's 23.5 mill and expires August 14th, which makes it quite an interesting 'pseudo-deadline'. Man U and Arsenal should both be counting their pennies to work out how much of a wage they can offer him. My guess is Arsenal would be most happy to fork out, I mean they spend silly money on players like Chamakh.
