They are selling the full game, it just happens to just contain what the base game offers now. Maybe I'm naive but I really don't subscribe to this notion that all the content is finished and the company is just holding it back to be released as DLC later. The new stuff probably just isn't done yet...and if you think you're entitled to that for free then I guess this game isn't for you. Ever hear of day 1 DLC? The excuse given for it is that they couldn't finish it in time for disk printing, so they couldn't have it ship with the base game and hit their deadline. The problem is that it is content that should have been in the base game but is almost never a free download.
Or if it's a Capcom title, it's dlc on the disc.
Let's be honest here, the current DLC model of day 1 "lookit all this stuff you need to buy" is shit and promotes abuse of your wallet by going along with it. Do not buy day 1 dlc, be very picky in buying any dlc because DLC is making you pay 80$ for a 60$ title that has about 40$ of value.
If you decide to do these things and then wonder why that new title you want is charging 12$ for stuff that should be on disc, you have no one to blame but yourself.

I bought AotA (DkS DLC once or twice, not sure if it came with the version I got on PS3), Mass Effect, the PS3 version came will all DLC, I bought most of the DLC for 1/2 and only the extra crew member in 3 for 360, and I don't think I have much on PC. DXHR:DC came with everything, but I did buy it on 360 as well. I also have all the Skyrim DLC, but I got that all really cheap on Steam sales, so it doesn't really count I guess?
I have also spent a lot on dota and LoL, but at least nothing new is coming in Dota, aside from maybe CM arcana, that I am interested in, and I've stopped playing LoL completely, probably won't even bother getting ranked this season.

Like imagine if you had to pay $2.50 to download the bonus campaigns for SC/BW (http://classic.battle.net/scc/maps.shtml) or to use 1.10+ Runewords in D2--because that's basically what a ton of this DLC is these days. Minor shit that people used to give away for free or would be standard patch content.

My boss tried to write me up today because I couldn't fix bandwidth problems for the network. When I told her my solution of how to fix this was to just have less people on the network she got unhappy and started having a tantrum.
I would honestly just rather work at fucking dunkin donuts if I got paid what I do now. Atleast then I'd get free coffee and donuts.

IMO, paying 60$ for a game in the first place in 2015 is absurd and ridiculous.
In general if a game is more than 10-15$ I won't buy it no matter what it is. There are rare RARE exceptions. I paid 45$ for Inquisition, and the game before that I spent more than 40$ on I think was SC2.

It is pretty generous. Most pay I've ever had at a job by a large margin, with quarterly 2% bonuses and one at the end of the year. Plus all the normal benefits and what not, and flex hours and one a day work from home.
It seems nice, but of course if something better comes along before then I'll have to make some decisions
