If you thought Cataclysm was filler, especially with regards to the RTS storyline and its continuation up to and including WotLK, then I have no clue how you think WoD is not filler as well.
As for what is and isn't filler with regards to the storyline Blizzard has moved forward with(regardless of your opinion of it), WoD is arguably even more 'filler' than MoP because as far as we can tell so far(subject to change), it's not really furthering anything. The closest we have to info on it furthering the storyline is that Wrathion says he did this because he thinks it's in the best interests of Azeroth as a whole for its fight with the Burning Legion, but as for harkening back to the RTS storyline we're still going nowhere.
