I am on top of my page topping skills today. Unless you need it for professional uses, such as image/video editing, you don't need an i7. Avoid i# 3###'s. Getting one of those now is like buying a PS3. For gaming, you're looking at around the i5 4### area, i5 4###K if you're looking at overclocking.
It sounds like your options are the i5 4430, 4590, and 4690K.

the i7s - 4770k (you should be looking at the 4790k which is the updated refresh of the 4770k for the same price) is a quad core processor with slightly higher clocks and hyperthreading, which in practice gives a significant advantage in processes that take more than 4 cores such as video encoding.
the i5s - 3570K is a two year old quad core part that is still perfectly competent (the 4690K would be the updated processor from this line) for every day tasks and gaming but will suffer on heavily multithreaded tasks. It also uses an older socket/chipset and is not recommended if you have access to the 4690K

I thought a Watch meant the conditions are right, but a Warning has been confirmation that one has occured?
edit - I've only experienced a few tornado conditions. One was a microburst near my house when I was like 6. One was a few years ago, the tornado that tore through Springfield, MA - hit part of my campus, there definitely would have been deaths if summer break hadn't started 2 weeks prior. And the latest was a microburst that occurred right on top of my office building last summer. The car next to mine had a branch through the windshield, and a truck was crushed under a tree.
