Honestly it's a bit of a personal preference. Painting -> assembling means it's easier to get to everything, but assembling -> painting is (imo) more convenient and seeing everything put together lets you make a more cohesive paint scheme.

You probably should decide what type of Boyz you want, though. Shoota boyz are a bit more viable (since they're, well, more shooty), while Slugga/Choppa Boyz need to get up to the front. Those you might need to model correctly, since it's confusing if a model does/doesn't have the right gun/close combat weapon. Imo it's a much smaller deal with vehicles, usually.
