On a more serious note, I think more allchat talk should be happening during the game. There are plenty of opportunities for lowbies to ask questions while they're losing/struggling and plenty of advice for experienced players to give.

Communication is always expected and in fact it's something to be desired.
If you play one of these inhouses and it ends up that Milo, Roffles, or Cheep that's talking the most in the game, you lowbies are definitely doing it wrong. If anything, lowbies should be constantly asking questions and getting affirmation to decisions and calls. That way when you play solo queue or what not, you have some past experiences to draw upon.
