I mean, he won HSC, which, like previously mentioned, is randomly a premier or a major. But I don't think it ends up being not a premier based on quality of players, I think it's the prize pool that discounts it. The second HSC last year almost ended up being a premier but the prize pool got cut a little bit so.

Edit: And by that I mean, I think it would be a premier if it had WCS points on it (even if it's just money getting into thr WCS system mean having some Blizz money) Cause back in the day there was plenty of premier with less money than HSC
