Because they don't need to.
I've been saying this shit for years. Zerg has all the tools to play a very mobile style with Overlords and Nydus Worms, but teching to Hive is so much safer and way less APM intensive so most players don't bother.
They haven't been forced into the style the way Terran has. They have the tools to do it though vs Protoss.
