Sure, in a perfect world it would be a problem that needs to be addressed. But given the fact that there's a lot of actual balance issues as well as potential-future problems, I think the former takes priority.

Fixing that would be relatively easy though, in that it is unlikely that fixing this would have other repercussions, whereas most of the other design issues require more finesse.
