I think that it can still be classified as a "special event" regardless on the skill of the players. Most would probably agree that HSC can be a "special event" yet it was arguably equivalent to the latest WCS season. To me, a main criteria of a Starleague is its long-drawn out preparation format with group and knockout rounds (aside from being stacked with top players from the start). Which is why arguably MLG, HSC, WCG and yes, KeSPA Cup are all special tournaments. The only close exception to the rule is the Super Tournament and Blizzcon. (The Kong curse is strictly a Starleague thing. That's not to say that all the special tournaments can't be as high level as Starleague.)

For people who actually think Kong is about beating good players or earning money, here's a link to a special event that Yellow (the original kong) won: 2005 Snickers All-Stars. Insane line-up and massive prize pool, but still only a special event.

Watching this cup made me realize something.
TvZ has actually become incredibly repetitive and boring. I feel like I'm seeing the same shit over and over again. It just hit me in the middle of Dark vs Dream that my favorite matchup possibly just became one of my least favorite matchup. It may just be these two players...
