It's a fantasy novel. They rarely make sense. It's similar to jedi using short-ranged weapons such as lightsabors just because it looks cool in a lightsabor vs lightsabor fight.

More like the reason there are no dragoons in SC2.

The casters were a bit wrong, once the Tempest fleet was starting to be built up it was sort of do or die, or maybe transition, for Panic. That was the story of the late game
