in my experience it's more like "viewers who like to complain a lot want foreigners," not "most viewers want foreigners"
but that's just my experience

One event dude. It was an anomaly. It was a European only tournament (IE no Americans) that not only had a ton of great storylines coming into it but also featured some truly fantastic games. Stephano vs Lucifron to me stands out as especially memorable.
You because you want foreigners point to WCS Europe as successful because it had foreigners. I look at it and say it was successful because the production was amazing and the games were awesome.
The truth is probably somewhere in the middle.
What's true for the American scene is that American only tournaments have historically had terrible ratings. Shoutcraft America, the early MLGs (Columbus was a HUGE spike in viewers for them.) as well as all of the show matches and clan wars that are streamed on a daily basis on smaller streams are all great examples of this.
It doesn't work for NA for whatever reason. EU still manages to do well with its regional tournaments that are completely separate from the WCS system. If you want to watch top European play, you don't need to watch WCS. If you want to watch top Europeans battle vs Koreans then WCS is there for you.
The content is out there if you want to watch foreign players play. WCS is about finding a Global Champion for the year. You can't do that if you exclude Koreans.

some viewers want foreigners, some viewers want the abosolute best skill playing
then theres people in between, who want to watch foreigners with top skill playing
imagine if Stephano or someone went to Korean and won GSL, that GSL finals would be the most watched finals in SC2 history probably, even more Korean would watch that than normal
