Of course he is top tier, he is arguably the most consistent player of the year I'd say that Innovation has been best terran in the world for 2013, but I do not think we have such a clear thing for zerg and protoss. soulkey/jaedong, sOs? though I don't think that there's a protoss around who was dominating over a larger period, or was there? Soulkey and Dear for me. There is a lot of civil war going on though. Also Taeja has been better than Innovation. :-)
