Have you been in a situation against Hydra Roach where you decide to sit back to catch up on upgrades and build tank count? A competent zerg that catches you doing that will explode in macro and tech for swarm hosts. If you miss that timing and fail to destroy the zerg right there and then you just lose. You don't "build tank count". You just get a few tanks and some bunkers and completely deny the zerg from being able to attack, until you have a good sized and upgraded bio army and even then roach hydra can be a pain in the ass if the zerg is half-competent and just runs into you clumped up.

You don't "build tank count". You just get a few tanks and some bunkers and completely deny the zerg from being able to attack, until you have a good sized and upgraded bio army Then the zerg just adds infestors and you are weaker in a straight up fight again. Honestly I can't think of a situation where roach/hydra would be weak in a straight up fight, it's the drops that kill it.
