You have a factory, 1 armory, which is useful later on, and you just hard counter that build really hard. I mean its not optimal, but a lot of build which hardcounters an other build is not optimal either. IMO

yeah sky toss + Templar against Zerg could be seen as a Infestor Broodlord mk2. But it is almost impossible to reach this state against a decent opponent. Terran is more then fine against Sky Toss, but yeah Oracles melt Marines, so can't rely on them alone. And Widow-mines blow up your marines thanks to hallucination.
