Stephano was ahead, he sacrificed a lot to make those DT's and only sniped one base, didn't kill anything else. If he'd gotten a base and a bunch of workers then yeah, it'd be more even. Hero didn't do enough damage, had no tech, and couldn't take a third base. He pretty much had to all-in from there, but there was no way to have enough units.
