There will be 3 events at IPL6, which is being held at the Cosmopolitan of Las Vegas, March 28th - March 31st:
Main Event - Wings of Liberty IPTL 2013 Season 1 Finals Heart of the Swarm Invitational
IPL6 Wings of Liberty:
Wings of Liberty will be the main event for IPL6. The Wings of Liberty tournament is a 40 person tournament with both invite and open spots.
For each Regional, the winner of the tournament will receive an invite and free travel and hotel for the event. The runner up for each regional will receive a spot in the event, but no travel. Regional winners will receive a seed into Winners Round 3 of the event.
For Satellite events, the winner receives a spot in the event, but no travel. For the International Satellite, the top 3 players all qualify for the event, but do not win travel.
You may only sign up for a Regional or Satellite if you live in that region OR hold citizenship in that region OR will be travelling from that region for IPL6. You may sign up for both a Regional and Satellite and as many as you are eligible for. You must pick ONE region to play in, and may not play in Regionals / Satellites from multiple regions.
Signups close for each qualifier 24 hours before the event begins.

Satellites: American Satellite - Wednesday February 6 - 12pm Pacific - BRACKET European Satellite - Wednesday February 6 - 6am Pacific - BRACKET Korean Satellite - Wednesday February 6 - 9pm Pacific - BRACKET International Satellite (Top 3) - Wednesday February 13 - 9am Pacific - BRACKET
There are also some invited players to IPL6 that include the following:

To clarify, six players from each IPTL finals team will receive paid trips to IPL6 to compete in addition to playing the finals at the event.
For those doing math, this does not add up to 40 players and in fact is only 33 of the slots.
Additional invites and qualifiers are still TBD and will be announced in the coming months.
IPTL Finals: The finals of IPTL 2013 Season 1 will be played at IPL6 featuring the top 2 teams, still to be determined.
Both teams will have six players flown out to the event, but are free to bring any additional players to the event with their own budget, or if they qualify to IPL6 through additional means.
IPL6 Heart of the Swarm: IPL will be holding an 8 person Heart of the Swarm Invitational at IPL6.
There will be both a qualification process and invite process for this tournament. Both are TBA.

Does the "american" region include south america? If not, what it is in the "international" region? What are the eligibility rules for the "amateur" regional?

America does include both North and South America. International is all players.
Amateur is defined as a player who has earned less than $1000 in live events.
Wow, I'm surprised you guys are doing WoL. This changes things for a lot of players ( most players not in GSL, or the next two IEM's ) who are playing HOTS full time now.
Awesome. My favourite thing about IPL events has been that they reward a HUGE amount of their players with prize money. Seeing the top 32 or whatever getting at least something is really good to see, and in my opinion where eSports should be heading - otherwise, even if you are really good, you will still lose out to the top Koreans for the money spots and you're essentially working at a loss.
I'd like to see the IPTL taken a bit more seriously with a bit more money involved. But I love the devotion IPL shows to the community and the players and I'm very much looking forward to who will win the qualifiers.
I like how IPL is returning to their original format of 40 players rather than 72. Seeing 72 players just overloaded the event, but 40 is going to be more balanced and time efficient. This should provide incentive to see the best of the best in the tournament, because there will only be 40 players of the highest caliber rather than an extra 32 players who might dilute the quality of play. I love having the IPTL finals as well, and the HotS beta should be nice. This will likely be the finale of WoL and a closing to the years of WoL played. IPL rarely disappoints, so I know this will be good.
I hope you reconsider the decision to use WoL for the main event. I went to IPL5 and thought it was fantastic, but I don't want to watch a WoL tournament 2 weeks after HotS release. No desire to go or watch now :[
not sure how i feel about having a WoL tournament when HotS will be out. Really makes it difficult on the players. We need to be making the change to one game ASAP.
To people saying that they should switch to HotS, one thing to keep in mind is that they are also doing IPTL, which kind of has to be WoL since the people who make it to the finals will get their via their WoL skills. That said I still question it being WoL and think it may be a better idea for it to be HotS.
Can we have tournaments that happen on Sundays? Like Sunday afternoons... seems to be the time that works best for majority of people (School during week, not in morning for religious, ect).

Didn't they run into problems when they held all the qualifiers on the weekends (a lot of pros at other tournaments couldn't enter)

Maybe a bit too many, but overall I like the idea of the IPTL finalists being seeded into the event. It rewards those who play in their team league, thereby making it more prestigious. It also brings 12 top tier in the world players to IPL6, which is good for the viewers.

Well if they made it to the finals of IPTL, they certainly are top-tier players and can play with the best of the best. Taking up more than a quarter of the spots might be excessive to some, but it saves time and organization on qualifiers.

Yeah I agree although not as bad to that extent since the game isn't THAT different but still.
I dislike WoL, I am sick of watching mass infestor/bl/corr in all zerg match ups (even starting to happen in zvz -_-) so once hots is out i'm not watching anymore WoL tourneys.

Unless I was told wrong, I believe blizzard has said hots beta will run until the official release. The guy may have been wrong but I read it on reddit and TL about that.
I can't imagine pro's not practicing hots starting february at the latest. I imagine they will start practicing when there's about a month left of beta, because there is no reason not to.

Is there any reason why this continues to be a trend? Or is there any way to skirt around the fact of 1k in live events, Such as they only count for MLG or major tournaments? as the wording of everything makes me sad as a teamless unknown player that wins to much in smaller and local events.

One thing I would like to see returning to IPL is group play, could you possibly do something like 32 player (24 seeds+8 OB) group stage followed by double-elim bracket with 8 seeds in upper bracket already. This would require removing a qualifier but I don't think removing one can hurt (removing one spot from the international qualifier could work). The group stage could be round robin and then have first place get ro16 and 2nd place get ro1 losers bracket.
Alternatively: You could follow the same format but instead of having an open bracket, use the HOTS invites as your remaining 8 spots. Of course, to make the HOTS invites have some meaning, make HOTS an ESF v.s. Kespa format and simply invite the top 4 esf and top 4 kespa players that didn't qualify naturally. More top Koreans can never be a bad thing, especially when the play a story-line filled side tournament on a game that they have been playing for two weeks.
Probably will not watch this if it's going to be WoL. As others have said, it doesn't really make much sense to regress to Wings after the expansion is released. Remember Hybrid Proleague?

seems like IPL guys want IPL6 and IPTL to be remembered as the last WoL individual and team leagues. 2013 GSL season 1 will be the last WoL tourny for me.
IPL had a pretty damn solid map pool of: IPL Ohana • IPL Cloud Kingdom • IPL Metropolis • IPL Entombed Valley • IPL Daybreak • IPL Abyssal City
Seeing how Ohana is a goner because of the imbalance replace it with Bel'Shir Vestige. Maybe add on another new map as well that haven't really been in a Premier Tournament.
I didn't see anyone mention this yet but isn't Polt kinda on a hiatus for studying? He's invited but is it sure he's going to play? I thought with him leaving TSL and going to America he wouldn't be playing in tournaments for a while, if at all.
Please bring back the group stage, it's difficult to follow one huge bracket. So much is missed, and way too many things go unnoticed if everyone plays at the same time. There's a reason why Dreamhack / HSC are such a treat to follow (and in my opinion this is a major factor).

No - they're problems were that next to NO ONE knew they were happening.
The qualifiers were not played during any major tournaments
I would like to see an almost compleatly new map pool, maybe hire some mapmakers to make 4 or 5 new maps, and then only keep Cloud Kingdom and Either Daybreak/metropolis. It would also be nice to see some underused maps like grand lagoon being used.
On the other hand it doesn't make a lot of sense doing a lot of qualifier on WoL for a tournament which would be on HotS. I think this why they will do it on WoL.

Oh yeah, I didn't think about that at all. Good point. I think we might either see go to strategies that people are just very familiar with or maybe some play inspired by HotS.
I'm not sure if it's specifically against TL policy (with my luck it probably is), but it might be a good idea to have a new post for each qualifier. I think that one of the problems last time around was that the consolidated post with all of the qualifier dates got buried under more recent posts.

That's just great. Regionals internationals and satellites. You seriously should rework this convoluted mess of a system. You'd think that you'd get the message after some events had barely any sign-ups.
I dislike the location, the majority of IPL's have been in vegas which makes it difficult for me to go, being 19. I understand it, west coast, easier access for koreans. Its just frustrating because i want to attend a live event, gah!

IPL will be casting the qualifiers from semis onward, so they want to keep those results under wraps until they do. They don't cast the American qualifiers until next week AFAIK, that's why there isn't a thread.

He played well, it's hard to judge his skill from the games I played against him because he did blind 1-base colossus all-in both games to try to counter the build I used against Brain, but his micro and execution was very solid =) not surprised to see him in the top 4
