Not at all. Nestea's problem is that the game has changed from the time when he was dominant, and it became harder for him to keep up. His skill didn't really decline too much, it just didn't improve enough when everyone else was getting better.
With MMA, you can clearly see that he's much worse.

I think he will make a comeback as player. If he is on his game he is still a Code-A-level player. Also he seems to innovate a lot of new strategies, at least some guys thanked him for strategies in their interviews
