Look, the truth at foreigner skill level, terran is the hardest to get results and zerg the easier (forgive me for using those terms, no disrespect intended to any player, just bad english, hope you get my point) Right now, at Korean level protoss is the easiest to get results, and i think (correct me if i am wrong) zerg is the hardest. The point is, do you balance the game around koreans ? That would increase the gap at the foreigner scene even more. Same if you only for the foreigner scene. That's why balancing isn't easy, and even if people thinks blizzard "should" balance only for top top top players, truth is, they never intended to do that.
What a weird way of looking at things.
Have you considered that players like Stephano and Nerchio are simply better than there fellow European Terran counter parts.

Game may be balanced at highest level of play but foreign scene tells a lot about race difficulty and judging from that same international scene, terran is the hardest race to get results with. I do believe that or they would be doing just as well as Korean Terrans. Terran has won many tournaments, has the most players in the RO16 of this GSL(as well as the last one and the one before that) and the Korean win rates support this. Excuses are keeping foreign Terrans back imo.
Korea has almost a fanatic - like culture when it comes to practice. They aren't like that only in computer games but also other areas, for example music. It is completely different work ethic than western culture.
At the same time is is stupid to take, lets say 300 pros from western culture like whole europe, or america, or australia etc. and simply say that, for some reason all those 100 terrans are simply lazier than those 100 zergs or 100 protoss.
They are all brought up with similar attitude towards gaming and work ethic.
If you claim foreign terrans are more lazy than foreign protoss or zerg, you would actually need to show some numbers to back it up, since your claim is less likely (all players of x race are lazy) than mine claim about race difficulty.
Just take Kas for example, who practices more than any other foreign player in the scene...
