I think the Ravens would have been much more cost efficient than Ghosts at that point. Ghosts don't have the range. They would have been killed if he tried to snipe the Infestors or the Queens. EMP them? Probably the better of the two, but he still has to find a way to deal with the BL's and Ultras.
It takes a lot of Ghosts to snipe BL's and Ultras now. Snipe is non-viable unless its directly countering the Infestors. But the range is so gosu short that even without detection a Fungal would have shut it down.
Regarding HotS, with the new "cool down" mechanic that Ghost will have I guaranty Ghosts will be a thing of the past.
However, I haven't heard any changes about the Ghosts. I don't know what the current state of them are. It could have changed.
Now besides the Reaper, the Ghost is the most dismantled unit in the game.

Tanks are so awful right now. They are basically useless. 3 supply for a unit that won't even one shot a zergling since armor upgrades are always ahead of vehicle weapons. Then factor in they can't move and shoot and you just have a terrible unit that just splashes on your own army. Yet Zergs always whine about how bad Ultras are lol. Combine transfuse and fungal with Ultras and are amazing.
