Maybe it's more related to the events than player skill, like SC2 being the major tournament of ESWC, Ironsquid, Millenium's tourneys compared to DH only, which is a bigger tourney than all French ones but SC2 is not the main point of DH. It's just an idea with absolutely no knowledge of Sweden tournaments besides DH.

This is related to the amount of players in each country. And by players, I mean every person that buys a copy of the game, not only the pro.

best part of this why does this country gets this many seeds is that it is discussed druing every event.
during WCS Ukrain Hasuobs, Kaelaris or somebody else stated it depends on the player base, but if this is true or them guessing i dont know

I think I read somewhere that it depends on the success, player pool and player activity of a country to decide the spots. Not sure which part has the heaviest emphasis though.

It depends of the number of SC2 sold and players (normal players, not pros) in the country
