Inori has beaten HerO, HuK, Sase, and Puzzle multiple times. He seriously only sucks in GSL for some unknown reason, but roflstomps all other Protosses in foreign tournaments. It helps that he's got that insane 3gate pressure build that gets more units than a regular 4gate...

It doesn't take in to account patches that change a match up, a change in teams or play style from the player that may have significantly changed their win rate.
TLPD lists Happy and mOOnGLaDe in the top five foreigners and Curious as the fourth best Korean.

If by "the best" you mean he knows the most gimmicky builds that half of the people have never even seen before, then yes, he does. Look at his vP results. His most recent games were against Oz, who beat him 2-1 and basically dismantled him. Oz played far better than InCa.
There is this odd idea that InCa has "the best" PvP," but it's just something that was just a statement that Tastosis used to repeat back when next to nothing was known about the game/there was a completely different metagame. Before his game against Oz he hasn't played a televised PvP since September, where he beat GuineaPig in the ESV. Before that, he lost to MC in GSL, and to find any more InCa PvP results you'd have to go back to May.
Oz, MC, Puzzle, JYP, Creator, and PartinG all have better PvP.
