If you go lump sum yes. Payment over time is a bit better but you often get the money over 20 to sometimes 30 or so years.
Non estate transferrable of course, if you die the state is off the hook.

Hmm im not sure about that actually, i know ours is funded by themselves and there owned by the National Lottery fund, whether the goverment takes money out of it i am not entirely sure. xD
