With the banshees beating on the nexus? on that map, a relocated OC could still prove effective; I believe he still had some barracks left over too... True though, fighting stalkers and killing probes would be very difficult

The attack he was likely going for (marines, tanks, banshees, and a raven) doesn't require cloak.
Sure it would have helped him in that specific situation but it's not a requirement in the build, because he can get tanks with siege which make the attack pretty vicious.
