Just think of it like this Ret/Jinro/Hayder/Idra/Select/Sen 4/6 made it into the Ro64 do you know how insanely good that is? Yes these are top of the line foreigners but there are a lot of others around this level. Morrow, Demuslim, Dimaga, TLO, BratOK, Socke, Fenix all of these guys are easily GSL level (as in above average in Ro64). A whole lot of other foreigners besides this group are also capable of qualifying on a good day.
