Considering Select is not studying in Korea ( or have a job) he probably is there on tourist visa and thus his stay is limited. Wouldnt that apply to all GSL foreigners then? So that means Jinro, Idra and others who was there for first GSL would have to move in some 2-3 months? just go to Busan, take the ferry over to that small japanese island few miles away, and take the ferry back... np for most foreigners from modern western countries  (because they don't have to apply for visa, they just get them when entering the country... Had a friend fromcolumbia trying the same... wasn't that easy and funny for him ^.^) costs you one day and less then 100 USD, you can do it every 89 days  (and maybe spent some days there, is quite a nice place)
Problem is that he'll need a work permit to make money as a Pro-Gamer in Korea, no?

There wil be an open A tournament and a S-class tournament. So yeah he can still qualify for the A tournament. Then the top A of fight the bottom S for S-class. something like that. No, it isn't an open A tournament. To qualify for a chance to play in the A tournament you have to be at the top of the ladder (and not in one of the other designations already). So it is clearly very different than the open GSL that was played this year. I'd love to see your sources because as far as we know there haven't been any official statements. There are rumors of a Code B being created to get entry into Code A and another other rumor is a qualifier for Code A. So yea... You're probably referring to some of the other tournaments GOM is planning to run in '11 (ladder invite/worldwide tournament etc). From what I can gather, the earliest someone can make the GSL without being code A is GSL6. My source is the widely referred to source that everyone has that is an interview with the guy running the tournaments. Feel free to search for it, it is posted in virtually every thread (including this one somewhere), that involves GOM or the GSL.
