I haven't played any SC tournys before so not sure exactly how it works, but my opponent has not shown up. Do I report a win if he is a no-show? If so, how long should I wait before doing it?

So when do I start my game? I'm in California, so I was ready to go at 2:50 PST. Now it's after 3:30 PST, and no one has contacted me to start my game! I signed up for it with my name, 3 digit code, and everything.
