I talked some with Harstem about it and he said that you should chrono before pylon any time you don't care about your gate being a few seconds late. So in PvZ you should always do it. I agree with the 2nd chrono now though. Saving it until after you scout so that you aren't being cheesed is much safer and then then next time you can use it is after your 2nd pylon finishes. But it's also important to note that at 3:00 you will have 1 extra probe (30) with chrono before pylon than you do with chrono after gate (29). Not a massive difference but it's something.
