At the some point we will discuss who we elect as mayor and of course there will also be a scum about what Town might choose. Mafia will discuss in the discord who has the best townreads up to that point and most likely has the best chances to be elected mayor. That's 5 votes on a scum person + probably one or two townies who might vote for that person. So the probability that the mayor is not tip top town but mafia is very high. And if the whole thing was public, not all 5 could vote for the same person because it would be too conspicuous
