3) his attention shifts quickly in many directions, and often associatively (i.e in Assassination he was so convinced marv was scum that anyone marv voted on he refused to vote for, regardless of his own read on the player) while as scum he tends to focus in on just one or two things and ride it hard (this is not to say he doesn't tunnel as town, just that as town he actually looks outside the tunnel)
