Because historically I'd have to say that no, Hapahauli does not do that as town. As town Hapahauli forges ahead, makes cases that don't suck and looks town in spite of suspicion. This Hapahauli is doing none of that.

It WAS good though! His case on geript was a joke, he literally just quoted some posts from geript and then made comments about them that painted them in a scummy light. I think geript is town. His intro in this game looks identical to his entrance to the last game where he replaced townRayn. Further both DP and Hapa were trying to buddy him during their argument, and I believe that there is exactly 1 mafia between them, which makes geript confirmed town to me.
