I think it totally depends on the setup. Z-Bo was basically a blue in our setup. For me, it was the equivalent of a named VT.

A common semi-open setup. The link explains how roles are selected. Because of the way millers are "produced" in this setup, claiming miller when you get it in this setup is always good because later into the game any false miller-claims can be found out after some people flip/some blues claim by looking at possible setups C9++ produces.
It also stops DTs from wasting a check on you.
edit: This also means that in custom setups where we don't know how millers are produced, claiming miller is a bad move for town (since every vt could be a miller potentially), so a policy lynch on anyone who claims miller is good because it stops town from claiming miller which means scum won't fakeclaim it to avoid DT checks.

We won't start tomorrow, after sign ups are full it will be at least 24 hours until we start.
C9++ is a semi open set up (viewable here) with variable roles. The set up we used for this game is based on C9++ and you can draw your own conclusions about that. A semi open set up is one in which the possible roles are known but the actual set up is not known to the players, a closed set up the players have no idea about the roles and an open set up everyone knows which roles and the amount of each role which will appear in the game.
