Last time I was medic I had to ask this because it wasn't mentioned anywhere and I assume that it's the same in this game that means:
If someone gets shot the guy protected gets a PM
If someone gets shot the guy protecting gets a PM
If someone gets protected but not shot noone get's a PM
Is that right?
If that's how it's done VE should have an easy time confirming that because he should have a pm saying that he was protected while using his joat powers himself.

War is hell.
Bum was stuck in a trench. Commander L had been executed, and private ciryandor tried to climb over the hill, but the distance was too long. Poor guy was gunned down within seconds.
